HR Hire are working exclusively with our client Fingal Homecare Services, a not-for-profit healthcare provider

The Workforce Planner is responsible for ensuring optimal scheduling and deployment of care staff to meet client needs across the homecare service. This role involves proactive planning, real-time problem-solving, and the generation of regular reports to support operational efficiency, compliance, and strategic workforce development.

Roles & Responsibilities:

1. Rostering and Scheduling

✔️Develop and maintain weekly and monthly rosters for care staff using systems such as OneTouch or People Planner.
✔️Ensure continuity of care by managing last-minute changes, absences, and emergency cover.
✔️Liaise with recruitment and care supervisors to align staffing levels with service demand.

2. Forecasting and Capacity Planning

✔️Proactively forecast staffing needs based on client intake, geographic distribution, seasonal trends, and service expansion plans.
✔️Use historical data and predictive tools to anticipate gaps and surpluses in workforce availability.
✔️Collaborate with HR and recruitment to ensure timely hiring and onboarding aligned with forecasted demand.

3. Reporting and Data Analysis

✔️Generate weekly and monthly reports on staffing levels, shift coverage, punctuality, and service gaps.
✔️Track KPIs such as late arrivals, missed visits, and unfilled shifts; escalate issues with proposed solutions.
✔️Strong knowledge of reporting software (e.g., Excel, Power BI, or rostering analytics tools) is essential to support data-driven decision-making and compliance reporting.

4. Compliance and Quality Assurance

✔️Ensure all scheduling practices align with HIQA standards and internal policies.
✔️Support the implementation of new standards and tender specifications, including documentation and communication to care supervisors.
✔️Participate in quality improvement initiatives and contribute to policy development.

Candidate Requirements:

✔️ Minimum 2 years’ experience in workforce planning, preferably in a healthcare or homecare setting.
✔️Strong IT skills, including advanced reporting and analytics tools.
✔️Excellent organisational and problem-solving abilities.
✔️Strong interpersonal skills and a commitment to high-quality service delivery.
✔️Familiarity with HIQA standards and HSE tender requirements is an advantage.
