Learning & Development Manager

HR Hire is excited to partner with a leading professional services organisation to recruit a strategic and visionary Learning & Development Manager, reporting directly to the executive, this pivotal senior leadership role is responsible for driving the organisation’s learning, leadership, and capability agenda in direct alignment with overarching business priorities.

Acting as a trusted advisor to executive and senior leadership teams, you will cultivate workforce capability, enhance leadership effectiveness, and foster a strong culture of continuous professional development. This position provides strategic oversight across all L&D activities, ensuring a future-focused approach to capability building, succession planning, digital learning innovation, and regulatory learning compliance across the business.

Key Candidate Requirements

  • Strategic L&D Delivery: Formulate and execute a comprehensive Learning & Development strategy that supports organisational priorities and the broader HR strategic plan.

  • Executive Partnership: Partner closely with executive leaders and business heads to diagnose capability requirements and define strategic development priorities.

  • Leadership & Professional Development: Lead the end-to-end design and implementation of high-impact leadership, management, and professional capability programs.

  • Frameworks & Succession Planning: Establish robust organisational capability frameworks and career pathways to support employee growth, retention, and succession planning.

  • Digital Innovation & LMS Governance: Drive continuous innovation across learning methodologies, overseeing the governance, optimisation, and utilization of the Learning Management System (LMS) and digital learning tools.

  • Regulatory & Compliance Oversight: Ensure all mandatory and regulatory learning requirements (including MCC compliance frameworks) are delivered, monitored, and strictly adhered to across relevant business areas.

  • Team Leadership & Performance: Provide clear direction, mentorship, and support to the L&D team, cultivating a culture of high performance and continuous improvement.

  • Vendor & Budget Management: Manage external learning providers, strategic partners, and L&D budgets to ensure high-quality delivery, innovation, and maximum value for money.

  • Insights & Business Impact: Monitor, analyse, and report on learning metrics, outcomes, and organisational impact to demonstrate clear ROI to key stakeholders.

  • Strategic L&D Leader: Highly skilled at anticipating future workforce capability needs and aligning learning initiatives directly with organisational strategy.

  • Executive Influencer: Credible, articulate, and persuasive communicator capable of building trusted relationships and influencing decisions at the C-suite level.

  • People & Capability Developer: Passionate about empowering individuals and teams, creating environments that foster accountability, high performance, and continuous growth.

  • Digital Learning Innovator: Champions modern learning approaches, leveraging new technologies, digital solutions, and data-driven insights to enhance learning engagement.

  • Commercially Minded: Highly structured and results-focused, with strong budget management skills and a focus on delivering tangible business value.

Must-Have Experience:

  • Minimum 5 years of progressive leadership experience heading up a Learning & Development, Talent Development, or Organisational Development function.

  • Proven track record of developing and implementing organisation-wide L&D strategies in collaboration with senior executive teams.

  • Demonstrated experience operating within a regulated professional services environment (an insurance qualification or background in insurance/professional services is an advantage).

  • Extensive experience in leadership development, organisational change, capability modeling, and succession framework design.

  • Strong background managing learning technologies, LMS platforms, external vendor contracts, and departmental budgets.

  • Third-level qualification in Human Resources, L&D, Business, Psychology, or a related discipline (professional qualifications in L&D, Coaching, or OD are highly desirable).
